The administrative department for public procurement and asset management performs organizational, administrative and other professional and administrative tasks within the self-governing scope of the County that relate to the implementation of procurement procedures with the aim of concluding public procurement contracts, framework agreements and implementing project tenders. Performs tasks related to: determining the needs of administrative bodies for the procurement of goods, works and services; planning, preparation and implementation of public and simple procurement procedures for the needs of administrative bodies and joint procurement for the needs of county institutions and other legal entities whose owner, founder or co-founder is the County, as well as other tasks in accordance with the law on public procurement and regulations adopted on the basis of the law. The Department carries out expert work on the regulation of ownership and other property legal relations on real estate owned by the County, drafts proposals for strategic documents, and general and individual acts regulating the area of management and disposal of real estate owned by the County, institutions and other legal entities whose owner, founder or co-founder of the County, maintains the real estate register and proposes decisions on the right of first purchase.
The Department also carries out tasks of state administration that are recently entrusted to the Zadar County by extraordinary laws and that relate to asset law tasks, restitution of seized property, compensation for expropriated land, amendments to agricultural decisions, reconstruction and housing, expropriation tasks, and the rights of exiles and refugees.
