Department activities:
The Administrative Department for Finance and Budget performs professional tasks in the drafting of budget proposals, amendments and additions to the budget, prepares reports on the execution of the Zadar County budget and accompanying Acts and prescribed reports related to the budget. Monitors the daily collection of income and the execution of budget expenditures, as well as the liquidity of the budget; proposes measures aimed at increasing income and reducing expenses; performs tasks of establishing a unified accounting system of the county treasury, from the transaction system through the cash flow and liquidity management system to the financial information management system. Keeps prescribed business books, manages the register and collection of concessions and boats fees. Performs tasks related to the establishment and development of internal controls. Performs tasks related to the preparation of the declaration of fiscal responsibility for the county and essential control tasks for budget users and owned trading companies. Participates in debt procedures and monitoring obligations according to the given guarantees and consents. Supervises budget users in accordance with the law and other regulations. Keeps business books, prepares financial plans, reports on the execution of financial plans and financial reports for individual budget users. Conducts proceedings and resolves in administrative matters in the second degree based on submitted appeals against decisions made by the administrative bodies of local self-government units in the area of Zadar County for determining city and municipal taxes. Performs other tasks in accordance with the Law.
