Administrative Department for Physical Planning, Environmental protection and Communal Affairs

The Administrative Department for Physical Planning, Environmental Protection and Communal Affairs performs administrative and professional tasks in the field of physical planning and environmental protection in achieving conditions for sustainable development of Zadar County, nature protection, waste management and communal economy, monitors the work of public institutions and companies from of the mentioned areas for which the Zadar County is the founder or co-founder. The Department performs administrative and professional tasks of protection and rescue, civil protection, fire and flood protection and natural disasters, then activities related to demining, defence preparations, and prepares draft acts in accordance with special laws in these areas. Furthermore, the department performs the issuance of location and construction permits, issuing certificates for plot division study, issuing decisions on determining construction plots, issuing decisions on construction conditions, certificates of major projects, issuing decisions and certificates on executed condition, usage and removal permits, issues other acts provided by legal regulations regulating physical planning and construction, manages the information system of the real estate market (e-Nekretnine) related to real estate evaluation, performs professional and administrative-technical tasks for the needs of the Assessment Commission for Zadar County excluding the City of Zadar, and performs other tasks in the implementation of spatial planning and construction documents within the competence of the County.

Administrative Department for entrusted affairs of the State Administration of Zadar County

  • expropriation of real estate (provision of proof of condition and value of real estate, full expropriation and incomplete expropriation by establishing easements)
  • compensation for expropriated and deposited real estate if the compensation has not been paid by the entry into force of the Expropriation Act (Official Gazette 9/94, 35/94, 112/00 and 114/01)
  • cancelation of the decision on expropriation, if the expropriation beneficiary did not build the facility or perform the works for which the real estate was expropriated
  • compensation for property confiscated during the Yugoslav communist rule (construction, agricultural and forest land and forests, companies, apartments, business premises, ships and boats, movables)
  • supplementing agrarian decisions
  • completion of the initiated proceedings regarding the occupation of the land of the former public property
  • transfer of land to the ownership of local self-government units
  • determination of ownership rights on tourist land and other construction land not valued in the share capital

Implementation scope

Administrative scope of ​​reconstruction:

  • reconstruction, repair aid and aid for equipping war-damaged or destroyed buildings (family houses or apartments of I, II, III, IV, V and VI degree of damage), return of own funds for reconstruction, repair of war-damaged buildings, relocations and exchange of the recognised right to reconstruction with financial contribution, other facility or accommodation in a social institution, compensation for material damage due to terrorist acts and public demonstrations, and issuance of certificates and statements on submitted requests for reconstruction / support;

Administrative scope of ​​housing:

  • Determining the right to housing care for housing beneficiaries in accordance with the regulations governing the status of refugees, displaced persons and returnees in the area of ​​special state concern, i.e. in areas outside the ASSC. Addressing the status rights of refugees, displaced persons (only in the status review process) and returnees.
